FNL stands for Football National League. It is the third-highest professional football division in Russia, after the Russian Premier League and the First Division. The league was founded in 1992 and currently consists of 20 teams that compete in a round-robin format over 38 matchdays. The winner of the FNL is promoted to the Russian Premier League, while the bottom two teams are relegated to the Second Division.
